The Crown Commercial Service (CCS) aggregation services can help government, public and third sector organisations save time and money when buying common goods and services.
What is aggregation?
By combining your requirements with those of other government, public and third sector organisations we can help you make even greater savings when buying the everyday goods and services your organisation needs.
We do this by using our national buying power to bring together customers with the same or similar requirements. This helps make the opportunity more attractive to suppliers. We call this ‘aggregation’.
Our aim is to ensure all our customers get great value for money and benefit from our commercial expertise. The approach we take to each aggregation may vary. The most common routes are national further competitions and eAuctions, or a combination of both.
national further competitions
Joining one of our national further competitions will save you time, as well as money, as we run the procurement for you, so there is very little administration for you to deal with.
eAuctions enable suppliers to compete online, in real time. The auction can be based on price alone or other criteria, such as quality, delivery or service levels, can also be taken into account.
Whilst eAuctions are often used to conclude a national further competition, we also run eAuctions independently too.
Why get involved?
We have seen customers achieve some fantastic savings by taking part:
- 95 schools saved an average of 36% on 2,200 tablets
- 11 NHS trusts saved over £800,000 on video conferencing – that’s the equivalent of 28 nurses’ salaries
- 43 police forces saved £250,000 on IT hardware
- 3 councils saved £335,000 on office supplies via an eAuction – that’s the equivalent of 19 care workers’ salaries

technology hardware for schools
We are working with the Department for Education to run a national further competition to buy tablets, Chromebooks, laptops and desktops.
The opportunity is available to all publicly funded education customers, including maintained schools, academies, university technical colleges and free schools.
The aggregation will be competed under lot 1 of the Technology Products 2 (RM3733) framework and the project timeline is for delivery before the end of the financial year:
- deadline to return customer requirement template 29 September
- invitation to tender 9 October
- formal award 3 November
- order and delivery from 3 November

NHS WiFi services
We are planning an aggregated procurement for NHS primary care organisations to help fulfil the first stage of the NHS WiFi programme, in conjunction with NHS Digital. This project is expected to be of interest primarily to CCGs coordinating roll-out of the programme to their GP surgeries and other NHS premises.
The NHS WiFi programme specifies a range of WiFi services to be available to staff, patients and guests at all NHS premises – primary care in 2017 and secondary care in 2018.
The procurement will deliver WiFi services conforming to the policies and guidance of the programme, in accordance with the specific requirements of each participating organisation.
The anticipated timescale for the project is outlined below; however, it may be subject to change:
- gathering expressions of interest from customers and compiling customer requirements: deadline 25 August
- finalising customer requirements: September 2017
- conducting the competition, award to winning bidder and customers enter into contract: September/October 2017

automatic number plate recognition
Our Traffic Management Technology 2 (RM1089) framework covers automatic number plate recognition (ANPR) technology, and we are planning national aggregated further competitions for both police and car park ANPR. We anticipate the competitions will complete in October.

electric taxi infrastructure
£14 million of grant money has been awarded to 10 local authorities by the Office of Low Emission Vehicles (OLEV) to install dedicated ultra-low emission vehicle (ULEV) taxi charging infrastructure. This will support the uptake of electric and low emission taxis, particularly in cities, and back the government’s aim for every car and van to be zero emissions by 2050.
We are working with OLEV and the winning local authorities to aggregate their requirements through our Traffic Management Technology 2 (RM1089) framework, and whether you successfully applied for grant money or not, you are invited to join this collaboration if you are considering electric charging infrastructure now or in the future.

We run 3 vehicle eAuctions each year as by combining customer requirements we have found we can help organisations make great savings on the whole life costs of vehicles – whether you need 1 or 1,000.
We do this by using standardised vehicle specifications and our bulk buying power to make your requirements more attractive to suppliers. We have found customers can save as much as 40% on manufacturer’s retail price.
Our eAuctions are run under lots 1 and 2 of the Vehicle Purchase (RM1070) framework and any volume or vehicle type can be considered. We can also help you if you want to lease rather than buy the vehicles.
If you would like to take part in the next eAuction, which will take place in October, we need your commitment by early September.
If these timescales don’t work for you there will be another eAuction in February 2018 with commitment required by early January 2018.
