HPL is an exciting and progressive organisation delivering a fully managed service for Procurement, Supply Chain, Medical Equipment and Technical Servicing and Consultancy Services to Royal Surrey NHS Foundation Trust and other healthcare providers. The focus is to deliver significant operational, quality and financial benefits in procurement, contracts, medical equipment and servicing, through our managed service provision and play a leading role across the newly formed Integrated Care System.

The Role

After broadening our range of services under HPL’s remit, we are looking to expand the team with a number of procurement roles both fixed term and permanent, from Assistant Category Managers through to Senior Category Managers to join our ambitious procurement delivery team. This is an exciting opportunity for individuals who are both passionate with the Health Service and Procurement and who want to work as part of a successful progressive and supportive team.

The following roles are being advertised:

 

Senior Category Manager (8a)

Category Manager (7)

Assistant Category Manager (Band 6)

Category Support Officer (Band 5)

Junior Buyers (Band 3) (Fixed term 6-12 months)

 

All of the roles will provide professional procurement advice and support within non-clinical categories.

For the Senior Category roles (Senior Category Manager and Category Manager Role) we are looking for very experienced technical procurement experts with a strong knowledge of HR & IT categories from a public sector background.

With all roles we are looking for a strong natural leaders, who can take ownership for a range of projects and categories and able to drive change with strong influencing skills. Ideally someone with NHS experience or a background in Public sector Procurement. In addition the other essential attributes that we are looking for are as follows:

 

Strong Public Sector experience, ideally within the NHS

Ability to follow governance and processes

Appetite to deliver and achieve savings

Excellent customer service skills and a professional manner

A leader and someone who wants to progress in their career

Competent and confident with minimum direction required

Agile and flexible and highly resilient under pressure

Enthusiastic with bags of energy

 

Part of the required background is an individual with knowledge across the range of non-clinical spend areas in particular but in addition an understanding of the OJEU processes and high value and complex procurement’s.

All of the roles will frequently require the post holder to engage with end users and projects teams and be able to work to tight deadlines.

Those wishing to apply for the Senior Category Manager and Category Manager Roles will be accountable and responsible for:

 

Running complex OJEU procurement’s, managing multiple senior stakeholders and reporting and presenting as required via Prince 2 methodology in both written and verbal formats

Implementing a category management strategy, delivering effective procurement’s and supporting the management of key supplier relationships to deliver breakthrough performance in cost, service and quality.

 

 

Leading large and often complex procurement activities, delivering savings and other optimal outcomes of a tactical (cost reduction) and strategic nature in a challenging healthcare environment. Accordingly you will be able to demonstrate change management and stakeholder management skills across decentralised business units.

 

 

Seeking out and engaging appropriate internal and external stakeholders at or up to Board level to provide the information and insight to support the development of the strategic options for the category.

 

 

Leading the negotiation and completion of contracts often of a complex nature to support the category strategy.

 

 

Be the Managed Healthcare Services Company’s expert for the specific procurement spend category with a detailed understanding and analysis of the market, industry trends, product/service options/ best practice. This will include benchmarking with other healthcare providers, and considering end user feedback to support sourcing initiatives.

 

Skills & Experience required

 

OJEU (desirable) and/or major and large scale procurement experience

Excellent communication skills

Extensive experience of managing high value and complex projects

Good data & analytical skills

Good project management skills

Category management experience and knowledge

Ability to analyse and proactively manage categories of spend and projects.

 

Working hours are 37.5 a week between 08:00 and 17:00, subject to meeting the needs of HPL’s clients. The role involves driving between sites to conduct work in Community partner sites, so a full UK driving licence is required.

The function is changing and now is the time to join the business and join our development. You will work in a fast-paced commercial function and be responsible for the day to day clinical change. We are fundamentally looking for strong clinical leaders with a can do positive attitude who can make change and put customers at the heart of everything they do.

A willingness to be flexible team player and to be prepared to cover other areas to your normal responsibilities at times of holiday or sickness is essential.
