The Chartered Institute of Procurement and Supply (CIPS) recognise outstanding achievement and contribution to the procurement profession by awarding Fellowship (FCIPS) status to those who can demonstrate their commitment to advancing standards and strategic thinking, who encourage training and best practice in their staff and whose standing in their organisation is of the highest level.

Fellows are expected to, and do give something back to the profession by promoting the institute, by being involved and by demonstrating the importance of the profession to the wider business and public world.

Here at the HCSA we like to celebrate our FCIPS colleagues within the NHS and this page is dedicated those who have achieved Fellowship status.

Dan Shelley FCIPS

Dan has over 26 years’ experience in Public Sector procurement with roles in Local Government, Consortia, Police and Housing prior to Joining Newcastle Hospitals NHS Foundation Trust in 2017 where he is currently the Procurement & Supply Chain Director.

Dan is the Chair of the CIPS Northumbria Branch and was awarded Fellowship in 2019 for his ongoing contribution to the profession across the Public Sector. He has demonstrated a strong commitment to CIPS and Continuous Development and actively encourages all colleagues to participate in CPD and maintain their Chartered Status with CIPS.

Vivienne Morley FCIPS

Vivienne is an award-winning experienced procurement professional with extensive public sector background in UK/EU and New Zealand jurisdictions. She was the first woman to be awarded Fellowship of the Chartered Institute of Procurement & Supply in New Zealand. Currently Head of Procurement at Sheffield Health & Social Care NHS Foundation Trust.

Emma James BA (Hons), LLM FCIPS

Emma has over 10 years’ experience in procurement within the Public Sector. She has experience of working in purchasing consortia’s in Local Government and Health and is currently Deputy Director of Procurement with the University College of London Health NHS Foundation Trust.

Whilst she already holds a Master’s in Public Procurement Law & Policy, during 2018 she became a Chartered Procurement Professional. Emma’s most recent notable achievement was being awarded ‘Procurement Professional of the Year’ at the Healthcare Supplies Association (HCSA) Awards in November 2018. In addition, the Strategic Procurement Team (which she heads up) was also awarded Procurement ‘Team of the Year’ at the same event. Emma was awarded Fellowship of the Chartered Institute of Procurement and Supply based on her contribution to the profession and her work supporting procurement not just within her organisation but across the wider healthcare system.

Emma also sits on the Procurement Skills and Development Network – London Region Board, where she actively supports the development of the profession and was the lead driver in getting trusts in London to undertake the Level 1 NHS Commercial & Procurement Standards by being the first assessor for the standards in London.

Emma is an outstanding procurement and supply chain professional who demonstrates her commitment and passion for our profession in all aspects of her work. She is highly motivated and exceptionally capable with a comprehensive armoury of skills that drive both her and her team’s delivery. Emma demonstrates a high level of commitment to her own professional development but also to a wider agenda of enhancing the professionalism and reputation of the NHS procurement profession.

Eddie Rathbone FCIPS

Eddie has more than 42 years’ procurement and supply chain management experience within both the private and public sector. Eddie is a Fellow of the Chartered Institute of Procurement & Supply and has a Master’s Degree in Procurement for which he was sponsored by PASA in 2005 at the University of South Wales.

He started his career as an office junior in a buying office and has subsequently worked in a variety of roles across industry sectors including Pharma, Marine Engineering, Aviation, FMCG, Electronics Mfg., and Consultancy and more latterly with a return to the NHS in 2001 where he is currently now the Associate Director of Commercial Services at the Royal Bournemouth & Christchurch Hospitals NHS FT.

Eddie has a passion for people development and embedding commercial industry practices wherever possible in the NHS and has recently led the Trust to gain CIPS Corporate Certification in 2016.

Nick Allen FCIPS

Nick has over 30 years Procurement experience in both private and public sectors. Originally a Mechanical Engineer in Wirral, then a Process Engineer in South Africa, he brings a wealth of knowledge around procurement. Buying Copper on the London metal Exchange (LME), electronic components from the Far East, Plastics from various types and array of suppliers. Cradle to grave understanding and also visionary with regards future procurement processes.

Now Industry Procurement Adviser for Health Innovation Manchester (an Academic Health Science System), Nick is passionate about helping SME’s break into the NHS and supporting health and wealth in local economies.

Now a Fellow of the Institute of Procurement & Supply, he is keen to explore how procurement is going to shape in its outlook and embrace new changes, which he says, he wants to be very much a part of.

Edward James FCIPS LLM

Ed has worked in NHS project management, turnaround and procurement. He has a degree in Business, a Masters in Strategy and Procurement Management, and an LLM in Public Procurement Law and Policy.

Ed is a member of CIPS and a Prince 2 practitioner.

Jenny Marshall FCIPS PGCM

Living in Rutland but working UK wide from Surrey to Cheshire! Jenny’s experience covers not only the NHS, but also the water and rail industry. Fellow of the CIPS and part-time lecturer for CIPS subjects plus a previous member of council, congress and branch chairman.

Liz Liversage, FCIPS

Liz, a Fellow of CIPS, has nearly 30 years’ experience of working within both the private and public sectors of procurement. After her post graduate qualification in Business Management with French and Italian, she started her career in purchasing with Beechams (now GSK) and subsequently with Boots Pharmaceuticals & Boots Contract Manufacturing where she worked for 10 years. In 1999, Liz became Head of Procurement and Commercial at Salisbury NHS Foundation Trust, a new role to develop an in house procurement function and to introduce e-technologies.

In 2005 Liz was sponsored by NHS PASA to study an MBA at the University of Bath and this provided the impetus to become a trainer in CIPS level 2 for the NHS. In 2009 Liz moved to the Health Protection Agency to lead the National Procurement Team, and was subsequently involved in the creation of Public Health England (PHE), where she is currently Deputy Director of Procurement.

She has recently returned to PHE following a 2.5 year secondment into the Department of Health where she led on a project to raise capability across the NHS. Working with NHS colleagues, she developed the Procurement Skills Development Network and refreshed and published the NHS Standards of Procurement.

Passionate about encouraging all to achieve their potential, Liz was Vice Chair of Governors at a secondary school, before becoming the Corporate Member of a Multi Academy Trust.

Alan Turrell, FCIPS






Alan has worked in NHS procurement for over 36 years. Having commenced his career as a Regional Supplies Trainee in the West Midlands he progressed to a variety of roles in local and central procurement and has uniquely worked at senior management/head of procurement level in both provider and commissioner environments. In his most recent role as Programme Director for Contracting, Procurement and QIPP at Walsall CCG he has represented the procurement function at board level.

He has pioneered the application of public value management to the procurement of healthcare and has had published several articles on this and other procurement topics. His contribution to the procurement profession has recently been recognised by the award of CIPS Fellowship.

As the first commissioning representative on the HCSA Council, Alan has been keen to ensure that contracting and procurement staff working in commissioning are seen as part of the NHS procurement family and that there is shared learning and best practice between the commissioning and provider sectors.

Alan has recently retired from the NHS but is continuing to pursue his interests in NHS procurement.

Eugene Cooke, FCIPS


Eugene is an NHS Career Professional and is currently Associate Director and National Head of Procurement at NHS Blood and Transplant where he has overall responsibility for all procurement and contractual activity. His previous roles include Head of Procurement at Royal Berkshire NHS Foundation Trust, prior to which he held other senior roles within the Supplies Service in the NHS sector in Northern Ireland. He was HCSA Chair from 2011-2013 and is a Trustee of the Association, an existing HCSA Executive member and holds the post of Honorary Treasurer

Eugene is nearing the end of his 38th year of working within the NHS procurement and supply sector, is a Fellow of the Chartered Institute of Procurement and Supply and has a Masters Degree in Purchasing and Supply.

Rob Knott, FCIPS

Rob is a senior procurement and supply chain practitioner with 25 years’ experience in leading transformation at the highest levels in both the public and private sectors.

He has extensive experience of commissioning and strategic procurement across the public sector, obtained in a succession of senior commercial and procurement director roles at the Olympic Park Legacy Company, the London Development Agency, Essex County Council (which he was Supply Chain Director, Social Care), NHS PASA (CEO), the Department for Work and Pensions, the Metropolitan Police Service and the Association of Chief Police Officers (ACPO).

Rob also has extensive, global and international experience in a number of senior private sector roles which included Group Procurement Director at Ernst & Young, Global Procurement Director at Lehman Brothers, Global Head of Procurement at Schroders Plc and European Head of Procurement at Goldman Sachs.

Pia Larsen, FCIPS

Pia joined University College London Hospitals NHS Foundation Trust in August 2013 and during late 2013, Pia was integral in the formation of the Shelford Group procurement collaboration. In 2014, Pia was invited to sit on the judging panel for the Supply Management CIPS Awards and has contributed to a number of roundtable events on NHS procurement hosted by the HSJ and Reform.

Pia has an enthusiasm and passion for raising the profile of procurement and extending the remit of procurement both within her own organisation and across the NHS landscape. She is not afraid to push the boundaries to drive results and innovative solutions. She is well recognised for her clinical engagement skills and her robust but open negotiation style with suppliers and colleagues alike. She is a demanding manager who has high expectations of her team and leads with tenacity and integrity. It was a great honour for Pia to be awarded CIPS Fellowship in October 2014 as a recognition of her significant achievements in what has been a relatively short career in Procurement.

Helen Lisle FCIPS


Helen is the Assistant Director of Procurement at County Durham and Darlington NHS Foundation Trust and is the current Learning and Development Lead for the HCSA and steps into the Chairman’s shoes in April 2015. Prior to joining the NHS in 2009, Helen was the Head of Procurement at Northumberland County Council.

Helen is an experienced procurement professional; she has a BA (Hons) and a Post Grad in Management and Leaderships, and is a Fellow of both the Chartered Institute of Purchasing and Supply (CIPS) and the Chartered Management Institute (CMI) with 25 years public sector experience. Helen is also an assessor and scrutineer for CIPS and was the elected representative for the North East on the CIPS National Council 2008 – 2011.

Beth Loudon FCIPS

Beth is the Business Development and Client Management Director at NHS Shared Business Services, responsible for the growth of the Finance, Accounting, Employment and Procurement services as well as ensuring effective relationships with Clients. Previous to this Beth led the NHS procurement programme for the Department of Health including the implementation of ‘NHS Procurement: Raising our Game’.
Beth is a BA (Hons) Business Studies and FCIPS qualified procurement professional with 20 years’ public sector experience. The majority of her work has been in building collaborative procurement partnerships within the NHS to gain efficiencies and improvements in healthcare with NHS PASA. She was also the Assistant Director of the North West Centre of Excellence, which achieved savings for local authorities through collaboration.


Brian Mangan FCIPS






Brian has 20 years’ experience in supply chain and procurement roles. After spending 23 years in the Post Office, starting out as a Counter Clerk, Brian joined the NHS in 2004 as Head of Procurement at The Walton Centre, he moved to head up procurement at Wrightington, Wigan & Leigh NHS Foundation Trust in 2007 and in 2013 became Assistant Director with NHS NW Procurement Development.</P.

CIPS qualified with a Masters Degree in Management Studies, he has held roles as Chair of CIPS Merseyside Branch, Chair of NEP Purchasing Systems Development Board, a CIPS examiner and recently awarded a Fellowship by the Institute of Procurement and Supply.

Ben Shaw, FCIPS

Ben joined the University of Hospital Leicester as Head of Procurement in January 2015. He is an experienced senior manager and procurement professional with over 17 years’ experience in both the public and private sectors. Most recently Ben spent 7 years working at Severn Trent Water where he held a number of senior positions within Procurement and Supply Chain.

Ben is passionate about procurement and was delighted to be awarded FCIPS in 2013.


Tony Stanyard, FCIPS

Tony Stanyard is an accomplished procurement and supply chain professional with over 25 years’ experience of procurement, supply chain and global sourcing activity in both the private and public sector. For the last 7 years he has headed up the procurement function within a number of acute hospital Trusts within the NHS and is currently Head of Procurement at the Nottingham University Hospitals NHS Trust, one of the largest Trusts in the country.

He is a Fellow of the Chartered Institute of Purchasing and Supply and a Fellow of the Institute of Logistics and Transport.


Bob Waddell, FCIPS

Bob Waddell has worked in the NHS Procurement Service for over 35 years and has gained experience of all aspects of Public Sector Procurement during that period. He currently heads a team of 13 staff who provide the Procurement Service to the Northumberland, Tyne & Wear NHS Foundation Trust based in Gosforth, Newcastle upon Tyne; one of the biggest Mental Health NHS Trusts in Europe.

Bob was awarded his Fellowship by CIPS in 2012. Bob also delivered Procurement Training on behalf of the Crown Commercial Service to NHS Staff throughout the whole of the country. This training consists of various modules including four one day modules which comprise the CIPS Level 2 Certificate. Bob has been a member of this Training Network for over 14 years and has trained hundreds of staff during this period.
