NHS Shared Business Services (NHS SBS) has made all its framework agreements free to access in a move that is set to save NHS and other public sector organisations thousands of pounds.
Going forward, all UK public sector organisations will be able to access NHS SBS’s 65+ frameworks free of charge, subject to membership – which is also free of charge.
Phil Davies, newly-appointed Director of Procurement at NHS SBS, said:

“Removing fees means that even more organisations will be able to tap into the buying power of the NHS, working flexibly and at a pace to suit them.”
Phil Davies began his NHS career in 2003 as the Commercial Services Manager for Southport and Ormskirk Hospitals NHS Trust where he was instrumental in the successful reconfiguration of the Trust’s services. Recognising that collaborative procurement in the NHS was the way forward, in 2005 Phil joined the Greater Manchester Collaborative Procurement Hub as one of the Senior Category Managers. Since then Phil has held various posts across all areas of the organisation. His NHS experience coupled with this in depth knowledge about the workings of the business means Phil has and continues to be a major player in the organisation’s growth from a regional collaborative hub to a commercial partner of choice to the NHS on a national scale.
Most recently Phil was Director of Commissioner Services and through his leadership has developed a team of people into specialised project managers capable of providing the highest quality commercial support in areas such as purchased healthcare and capital equipping. Phil is now Director of Strategic Sourcing, a key role in the organisation responsible for the successful delivery of the category work plan and in steering the Strategic Advantage Programme, a high profile piece of work that seeks to support clients in the delivery of their QIPP procurement targets.
Before joining the NHS, Phil worked in the many faces of the gas industry, ultimately National Grid. Phil headed up delivery of significant procurement and supply chain projects on both a national and regional basis. Operationally, Phil was responsible for commercial activity in the North West, Yorkshire and Scotland. Phil has over 20 years experience in procurement and supply chain and has a Masters Degree in Procurement, a degree in Organisation and Business Studies and is a member of the Chartered Institute of Purchasing and Supply.
