ICS leadership

By April 2021, 42 integrated care systems (ICS’s) were in place covering every part of England, fulfilling the ambition set out in the NHS Long Term Plan.

Each ICS currently has an independent chair and leader with responsibility for planning of health and care services within their system.

This includes the coordination of partnerships between the NHS, local authorities, and a range of stakeholders to improve services and the health of people within their area.

Establishing statutory ICSs

The Health and Care Bill, currently going through Parliament, sets out plans to put ICSs on a statutory footing, empowering them to better join up health and care services, improve population health and reduce health inequalities.

The current proposals mean that each ICS would be led by an NHS Integrated Care Board (ICB), an organisation with responsibility NHS functions and budgets, and an Integrated Care Partnership (ICP), a statutory committee bringing together all system partners to produce a health and care strategy.

Subject to the views of Parliament, it is expected that these measures will come in to effect in April 2022. Therefore, the NHS locally, regionally and nationally is now preparing for implementation of the bill, including appointing to the senior roles within each NHS ICB.

Current ICS independent chairs and ICB designates

Following a robust selection process, ICB chair designates have been appointed in most ICSs.  Below is a list of the current ICS independent chairs and the ICB chair designates who will take over the role from April 2022, subject to the Health and Care Bill being approved.

Where indicated, a further recruitment process needs to be run, with interim arrangements in place until these conclude.
