On 8 March 2021, the Welsh Government updated the Wales Procurement Policy Statement (WPPS).
The WPPS was first published in June 2015 and establishes the strategic vision for public sector procurement in Wales. The updated WPPS provides that this vision will be that public sector procurement is a “powerful lever” to affect “sustained change to achieve social, economic, environmental and cultural outcomes for the well-being of Wales”. Its ten principles include the promotion of:
- Long-term sustainable procurement.
- Integration of digital solutions and applications to maximise the use of procurement data to support decision-making.
- Collaborative, “place-based” procurement which supports local supply chains.
The Welsh Government’s accompanying statement provides that the proposed Social Partnerships Bill statutory guidance will take the WPPS into account, and impose a duty on contracting authorities to deliver socially-responsible outcomes through procurement (see Legal update, Welsh Government publishes consultation document on draft Social Partnership and Public Procurement (Wales) Bill).
