Mr. Roscrow joined the National Health Service in 1978 and worked for the Mid Glamorgan Health Authority Supplies Department, later moving to WHTSO (which became the Welsh Health Common Services Authority).
In 1980, he joined the North West Regional Health Authority as a purchaser at Trafford Park Hospital. Following a move back to Wales as Head of Purchasing in East Dyfed Health Authority, he returned to WHCSA as Director of Materials Management with the creation of the Procurement Group in Wales. Since 1996, he served as Director of Welsh Health Supplies following the market testing of the Contracting and Supply Chain services. He serves as Member of Customer Board at DHL Supply Chain Limited.
In 2012, Mr. Roscrow was honoured for a lifetime of outstanding achievement at the National Government Opportunities (GO) Excellence in Public Procurement Awards. He was recognised for his part in driving forward public procurement and making a real difference within the profession over an extended period of time and in 2017 he was awarded with a MBE.

Ian Turner, Non-executive Director and Chair of the Audit and Assurance Committee, Devon partnership NHS Trust, and Deputy Chief Executive and Finance Director of the HFMA. Ian Turner is a Chartered Accountant.
He retired as a Partner from the international accounting and advisory firm KPMG where he worked for over 20 years as an advisor and auditor to numerous international and UK based organisations in the private, not for profit and public sectors.Since retiring from KPMG, Ian has had a number of roles working with boards in private, public and third sector organisations, specialising in assisting businesses during times of change. Ian is currently a Non-Executive Director and Chair of the Audit and Assurance Committee of the Devon partnership NHS Trust, and Deputy Chief Executive and Finance Director of the Healthcare Financial Management Association as a well as being a director/shareholder in a number of SME private businesses.

Simon has enjoyed a 37 year career in NHS Procurement working in all the key functions and across Hospitals/Community Services in the North West.
In 2003 Simon commenced working in Manchester undertaking a number of senior roles that culminated in his current appointment at Manchester University NHS Foundation Trust- the Trust was created on 1st October 2017 after the merger of two predecessor Trusts. It has a turnover of £2.6bn and 28,000 staff.
Simon leads the Trust Procurement and E-Commerce Department, a 165 strong Team that manages all non-pay spend across the Trust (£600m). The Department provides a modern and fully integrated Purchase to Pay service including an Accounts Payable function. An annual £8m Savings Programme has been delivered since 2009/10 and non-pay efficiency is an important part of the Trust’s financial plans.
He became a Member of the Chartered Institute of Procurement and Supply in 1990. Simon is Joint Lead for the Greater Manchester Provider Trusts Procurement Group and a member of the Shelford Procurement Directors Group.
He has been a member of the HCSA all his career, was Chairman 2013-2015 and has also served as Deputy Chief Officer and Acting Chief Officer. He is currently a Trustee and Deputy Chairman of Trustees.

Wesley is an experienced Commercial Lawyer specialising in EU Public Procurement Law, and Contract Law. Wesley has over 25 years experience working with, and advising on strategy and law in the public sector, including local government, central government, and the NHS.
Prior to his legal career, Wesley was an Assistant Chief Economic Advisor to the Greater London Council (GLC) – forerunner to the GLA – leading a team implementing procurement policy for the GLC’s 15 departments, buying from 25,000 suppliers vying for the GLC’s £1.2 billion per annum spend at the time.
Wesley believes in giving back to the community, and has been a Trustee and Board Director of several charities to date.

Bob Waddell has recently retired after a career in the NHS as a Procurement Manager which lasted just short of 43 years. During that time, he gained experience in all aspects of Public Sector Procurement and has also trained Procurement Staff in the NHS. Bob is professionally qualified as a Chartered Procurement & Supply Professional and is a Fellow of the Chartered Institute of Procurement & Supply.
Bob has retained an active interest in NHS Procurement following his retirement as he remains a Trustee of the Healthcare Supply Association. Bob is also a Magistrate, serving as a Presiding Justice on the North Northumbria Bench for over 10 years.
Bob has a passion for ensuring that patients are at the heart of whatever we do in the NHS and also that the staff who look after them are just as important.
Bob is a Public Governor of the Newcastle upon Tyne Hospitals NHS Foundation Trust.
Bob firmly believes in equality for all and is a Past Chairman and proud member of the Newcastle Ravens RFC who are the only LGBT+ and Inclusive Rugby Team in the North East, promoting access to the sport for all.

Faye has over 35 years of experience of NHS Procurement. Since commencing in 1987 as an NHS Graduate Management trainee, Faye has operated at senior levels across the NHS at local, regional and national levels. An experienced leader within the Commissioning and Provider Healthcare Procurement sectors she is currently Executive Director of Integrated Health and Care Services at NHS South, Central and West Commissioning Support managing an extensive portfolio of services including, Procurement, Public Health Services, Clinical Services, Corporate Support Services as well as NHS Finance and NHS Contracting to NHS organisations across the South of England as well as nationally. Faye has played an active role in the HCSA for over 20 years moving from a Committee member to becoming a Trustee in the summer of 2022. She is the link Trustee for HCSA communications as well as the newly established HCSA Women in Procurement & Supply Chain Network (Women’s Network).

Professor Duncan Eaton is a former honorary professor at the University of Bath School of Management. He has over 40 years of experience in civil service and public sector management and procurement.
He worked at Chief Executive level for 16 of those years including being a past President of the Chartered Institute of Procurement & Supply and the Health Care Supply Association. He is now a Non-Executive Director at London Procurement Partnership and advisor to several healthcare and public sector companies and banks including, Chair for Bladder Health UK and Chair of GS1 UK Healthcare Advisory Board. In the past he has also been a member of two Treasury OGC Procurement capability reviews.

Sandra is a procurement professional who has worked in healthcare procurement for over 40 years at an Operational, policy and strategic level.
Sandra’s most recent role was Head of Supplier Engagement in the Medical Technologies and Innovation Directorate with DHSC. This role required the development of close collaboration with trade associations and strategic suppliers to the NHS, which enabled continuity of product supply as the UK left the EU single market, through the challenges of the Covid pandemic and continued through the development and implementation of the Med Tech Strategy.
Her previous role as Senior Commercial Policy Advisor was as interface between central government and NHS trusts on procurement policy. This included the introduction of the Public Contracts Regulations, the Lord Young Procurement Reforms and the development of a full suite of standard NHS terms and conditions of contract adopted throughout the NHS.
Previously Sandra worked for NHS Purchasing and Supply Agency where she was instrumental in the development of the Healthcare Associated Infection (HCAI) Technology Innovation Program, which saw the development and adoption of new technologies to help combat HCAIs. This built on Sandra’s previous role where she developed and implemented national procurement strategies across a range of Med Tech products, which delivered cost effective procurement frameworks and contracting solutions for these clinically led areas.
Sandra is a member of the Chartered Institute of Purchasing and Supply and has been a regular supporter of the work of the HCSA throughout her career.
Kimberley began her NHS career in January 2020 at Sheffield Teaching Hospitals NHS Foundation Trust (STH) as a Stores Logistics Operative. In December 2020, she transitioned to the procurement department on a six-month secondment as a Buyer, managing the daily ordering of products and services for STH. Another opportunity arose shortly after and in February 2021 she joined the procurement projects team as an IT Procurement Assistant, focusing on contract renewals and high-value IT equipment orders.
In September 2021, Kimberley was promoted to Procurement Specialist, and a year later, in September 2022, she advanced to Procurement Manager. In this role, she managed complex, high-value procurement exercises, awarding competitive tenders for a diverse range of products and services, including capital medical equipment, for both Sheffield Teaching Hospitals and Sheffield Children’s Hospital.
Kimberley has recently achieved the CIPS Level 4 Diploma and is pursuing her MCIPS qualification with support from NOE CPC. She has also completed the Transforming Public Procurement Deep Dive sessions, earning recognition as an Advanced Practitioner in preparation for the Procurement Act 2023.
In November 2023, Kimberley joined NOE CPC as a Category Procurement Specialist, focusing on Healthcare Services and Pharmacy. She recently launched her first framework agreement for Advocacy Services for Health and Social Care, which aligns with the new Health Care Services (Provider Selection Regime) Regulations 2023 that came into effect on 1st January 2024.
