Health and Social Care Secretary Wes Streeting MP has this week presented to Parliament “Road to recovery: the government's 2025 mandate to NHS England”, a new mandate for NHS reform in 2025 in which he warns “the culture of routine overspending without consequences is over” in his foreword.
The mandate formally responds to Lord Darzi’s review of the NHS, and sets out how in the financial year 2025 to 2026 the government will take steps to reform the NHS. It covers five main objectives:
- Reform to cut waiting times
- Reform to improve primary care access
- Reform to improve urgent and emergency care
- Reform to the operating model
- Reform to drive efficiency and productivity
The mandate will apply from 30 January 2025 until a new mandate is published, following the publication of the 10 Year Health Plan. The government will now also agree with NHS England how it should report on overall progress against the mandate to support the Secretary of State in keeping it under review.
